Workshops use up 100 denars in wages per production cycle, if the profit between input and output isn't high enough to sustain that, it wont run. Chances are your input is cheap, but so is your output. You can manipulate it a bit by buying up the output to trade, staging caravans out of the town Ah I see depending on the city your in (you need to make sure it's actually both rich and making money) it should take a little while of in game time to reach the 200 mark. Your workshop gets its supplies from the town it exists in. So, you technically can supply it -- sell the hardwood to the town in the trade menu. .
