You have to manually switch the jets from landing mode to flying mode. I believe the default keys are NUMPAD 8 and NUMPAD 2. Use NUMPAD 8 to move the jets to forward flying position, allowing you to fly the Hydra like a regular plane. Use NUMPAD 2 to lower the jets into landing mode, which then allows the Hydra to maneuver like a helicopter. .
